1 in 5 project manager job adverts is not a job

55 job adverts with a project title this week were training courses for sale; 26,000 job adverts came back to the market in 7 days and project manager jobs lost share for the first time; the Ministry of Defence wants a submarine programme director at up to £117,800.

Issue 6. 15 October 2026.

The PM Index, Issue 6: 1 in 5 project manager job adverts is not a job

The number

The market grew 4.4% in a week. Project roles grew 0.9%. For the first time since the index began, project roles are a smaller share of the market than they were last week.

▲ 26,649 more live job adverts in the UK this week. ▲ 330 more live project manager job adverts. Project roles are 6.1% of every vacancy in the country.

The whole market. Live vacancies rose from 603,249 to 629,898 in 7 days, 4.4%, the first rise in 5 weeks and the largest move either way since the index began. The market is still 49,856 adverts, 7.3%, below 15 September. Project manager adverts rose from 37,999 to 38,329, 0.9%. Project roles are 6.1% of every vacancy, down from 6.3%, the first fall in share since the index began. Project adverts held while the market fell. Now the market is coming back faster than project adverts are.

Project roles as a share of all UK vacancies, falling from 6.3% to 6.1% this week

Pay. The average advertised project manager salary for September is £62,444, up 9.5% on October last year. Two more rungs arrive this week. Programme manager adverts averaged £63,348 in September, up 16.3% on October last year. PMO adverts averaged £73,769, up 12.0%. Project manager pay has risen every month but 2 since October 2025.

This week's job adverts. 195 project roles posted between 9 and 15 October, down 4.9% on last week's 205. 55 more job adverts with a project title were training courses, 22.0% of the feed, the highest share in 6 weeks. More on those under Movement.

The crowd. The most applied-for advert was an admin and project support officer contract in London at £35,000 to £42,000: 127 applicants. The median advert has 7. 11 adverts had more than 50, down from 18. 4 of the 6 most crowded adverts were project support roles in London.

The middle half is wider than last week, £42,500 to £65,000, so the adverts at both ends moved and the middle did not.

The small rungs. PMO £55,000 on 3 adverts and programme manager £50,000 on 7. The programme manager fall from £65,000 is 7 adverts against 6, not a change in the market. The 4-week table below is the number to use.

An Oracle Fusion project manager in Hertfordshire and a head of PMO in London were advertised at £800. A senior project controls manager in Warwick at £700.

The last 4 weeks, pooled. 771 adverts. The project manager row is £50,000 for the second month, and the contract row rose from £450 to £475. Construction project managers are advertised at £51,776. Rail and infrastructure, NHS, IT and financial services are all at £50,000 this month. Applying: below the row, ask why; above it, ask what the extra is for. Hiring: price at the row or above, or you get the 7 applicants, not the 100.

What the extra £10,000 buys. Of 255 mid-level project manager adverts in the last 4 weeks, 67 pay £10,000 or more above the £50,000 median. Those 67 are 5 times as likely to be in London, 21% against 4%. They name PRINCE2 more, 15% against 9%, APM more, 10% against 3%, and Agile more, 12% against 3%. They ask for a degree less often, 19% against 24%. Half of them are construction, 49% against 32%.

24 cleared project, programme and PMO roles in this week's alerts, 19 of them new, against 13 last week. The cleared contract median is about £510 against £488 on the open market, the smallest gap in 6 weeks. Permanent cleared pay is well above the open market: 2 programme and senior project roles at up to £90,000, and a DV project manager in Malvern or Cheltenham at £48,000 to £60,000. One defence contractor advertised 7 graduate project management places in one week.

Training adverts posing as vacancies. 55 this week, 22.0% of adverts with a project title. Last week 43, 17.3%. The highest count and share in 6 weeks. Excluded from every figure in this issue.

1 in 5 project manager job adverts is not a job. It is a training course for sale. The title says "Trainee project manager" or "Project manager, no experience needed". The salary line says £25,000 to £45,000. You apply, and a training company rings to sell you a course, usually £1,000 to £2,000, with a promise of help finding work afterwards. 3 companies posted most of this week's 55. The index strips every one of them out before it counts anything, which is why the figures here are lower than the number you see on a job board. If the advert has no employer name and asks for no experience, it is not a job.

The move

If you're applying this week: 4 of the 6 most crowded adverts were project support roles in London, with 83 to 127 applicants each. A permanent advert outside London with the salary shown had 4. If you are on the support rung, the London contract is where you compete with 100 people and the regional permanent job is where you get read.

If you're bidding: Translink's £30m framework for project management and business change on the Northern Ireland railway is at planning stage with no deadline yet. Register interest now. It is the first notice in 6 weeks that names project management as the service being bought.

If you're hiring or running a PMO: the adverts that name PRINCE2 paid £5,000 more than the ones that did not over the last 4 weeks, up from £4,000. Business case and benefits management are named in 29.8% and 47.4% of Civil Service project posts and in 2.6% and 3.6% of private adverts. A private team that can write a business case is selling something almost nobody else advertises.

Method

Live counts, regions, employers and pay history from Adzuna, the job search engine the Office for National Statistics uses for its vacancy estimates, as of 15 October 2026; programme manager and PMO pay history added this week. Advert content and pay from Reed.co.uk, 195 adverts posted 9 to 15 October after training adverts are excluded; the 4-week pay table uses 771 adverts from 18 September. Civil Service figures from Civil Service Jobs on 14 October, 57 vacancies. Cleared roles from SecurityClearedJobs.com alerts, 24 this week. Pipeline from Find a Tender, notices published 8 to 14 October, under £1m excluded, Open Government Licence v3.0. Under 30 adverts is a signal, not a fact.
